Behavioral Health Administration Comar regulations Chapter 10.47.01.01 to 10.47.01.08 regulates our practice. Columbia Treatment Center (CTC) is a state-certified program meeting all requirements for Level 0.5 level of care. The most recent license was awarded on July 13, 2018, for a three year period. CTC is licensed by the Maryland Department of Health Behavorial Health Administration (MDH BHA) to provide: DUI education, Early Intervention Level 0.5, Level 0.5 falls under Comar 10.47.02.03. Our clinical practice outside of DHMH falls under 10.47.04.03. The following are exempt from certification under this chapter: A health professional licensed under the Health Occupations Article who is treating patients within the scope of the professional’s practice and who does not advertise the practice as an alcohol or drug abuse program.
